We would like to thank the schools that have volunteered to pilot the on-line referral system for special education in Saint Paul Public Schools. This is truely a "pilot" initiative, as there are no other districts we are aware of that have put the effort into making referrals and collecting data about who is being referred.

Go to "In This Section" on the righy to choose the instructions for Initial Referral or Reevaluation. DELETING REFERRALS DURING THE PILOT PROCESS-- The
permanent delete feature for the online process is currently being
programmed. When it is completed, teachers will be able to delete a
file within the first 24 hours after a referral has been started. After
24 hours, administrators will be the only staff with rights to delete a
referral. The system is being designed this way in order to prevent
accidental deletion of student files.
If you need
to delete a referral record during the pilot process, go to
https://mis.spps.org/SIS_Help/login.cfm . Log in with you Campus ID and
password. Enter your contact information and the info on the record
that you want deleted, including the student's name, ID number, and
whether the referral is for an initial evaluation referral or
re-evaluation. This website also keeps a record of your requests and
the status of each
request.
IMPORTANT!! All
information entered into the "Referral to Special Education" site is
covered under the Saint Paul Public Schools' policies on
confidentiality (Student Records and Your Rights). Only staff
members directly related to a student's referral may view a student's
record. Similar to other school records, parents have rights
to access the referral information. The information entered should
address concerns and data related to student achievement and behaviors.
Do not enter specific health diagnoses on this
form. Rather indicate the presence of a diagnosis and bring detailed
medical information to the Child Study Team meeting for
discussion.
