About SPPS Early Childhood Special Education

Early Childhood Special Education (ECSE) in the St. Paul Public Schools provides special education services to children ages’ birth to kindergarten.  Settings include home, community and school-based early childhood programs.  Each Strong Schools Strong Communities attendance area has a self-contained ECSE classroom.  Children become eligible for Early Childhood Special Education through a special education evaluation at no cost to caregivers. An individualized special education plan developed by a team of special education providers, parents, and other team members describes the services provided based on a child’s strengths and needs.

Early Childhood General Information 

If your child currently receives Early Childhood Special Education services in another district and you are moving to St. Paul, call 651-744-8094.

If you live outside St. Paul and wish to open enroll your child in Early Childhood Special Education Services, call 651-744-8094.  Open Enrollments are considered for students who are eligible for special education services.
